Robin K. (Rob) Ransone
Proposal manager, senior proposal specialist, writer, management section/volume, Executive Summaries, Integrated Program Management, risk management, POW2000 developer.

Mr. Ransone spent eleven years at the Air Force Flight Test Center, Edwards AFB, as a Captain and as a Flight Test Engineer and Flight Test Engineering Program Manager. He went on to become Development Engineer, VSTOL Technology, American Airlines; Director, Aeronautical Operating Systems Office, NASA Headquarters; Visiting Associate Professor, Systems Engineering, the University of Virginia; Senior Specialist, Technical Communications, Vought Corporation; Proposals Director, Fairchild Republic Company; and Vice President, Systems Development, MJI Associates, Inc. He formed Ransone Associates, Inc., in 1986.

Mr. Ransone developed Vought's Win strategy and proposal processes, and Fairchild Republic's New Business Development and Proposal Process. At MJI, in 1984, he began computerizing the proposal organization and management process. He has written RFPs and evaluated competitive proposals for the Air Force Flight Test Center, for American Airlines, for NASA Headquarters, and for Fairchild Republic Company. He prepared proposals for product and service-oriented companies, engineering companies, and universities. Since 1986, Ransone Associates, Inc., has provided a diversity of proposal consulting, management, and writing services to the aerospace and defense industries. The biggest competitive win was for $210 million to the USAF, for which there were no questions, no CRs, and no DRs. Mr. Ransone has managed large proposals, written major sections, and prepared "turnkey" proposals from Subject Matter Experts' inputs. He also developed and uses a robust, Windows-based proposal management system software (Proposals Organized to Win – POW2000™).

Mr. Ransone received his BS degree in Aeronautical Engineering and his USAF commission from Texas A&M University in 1956. At the Air Force Flight Test Center he received three outstanding Officer Effectiveness Reports and a civil service Sustained Superior Service Award for his work, and patent number 3,528,605 for his innovative "Hover Performance Computer." He is a Lifetime Member and Associate Fellow in the American Institute of Aeronautics and Astronautics, a Lifetime member of the Flight Test Historical Society, and a retired member of the Society of Automotive Engineers, American Helicopter Society, and formerly the Association of Proposal Management Professionals (APMP).



Paula M. Ransone
Proposal coordinator, proposal production, past performance, editor.

Paula Ransone is Vice President, Communications, of Ransone Associates, Inc. She has 27 years' experience in technical publications, including editing technical physics journals and proposals, managing proposal centers, and preparing camera-ready materials for publication to an inviolable time schedule.

Mrs. Ransone is an accomplished technical communicator with particularly strong skills in proposal organization and formatting, and technical editing. She is an experienced Control Center Manager who establishes and maintains control over the day-to-day administrative demands of competitive proposal teams. Since 1987, when she joined Ransone Associates, Inc., she has coordinated many large proposals, acting as the interface between proposal writers and Technical Publications organizations, tracking text and graphics, maintaining proposal master books, publishing a daily status report, and overseeing data entry typists and clerical assistants. She also formats, edits, and publishes proposals where the client has little or no technical publications capability. She has produced signature- and camera-ready "turnkey" proposals. Mrs. Ransone designs, formats, and publishes marketing materials for Ransone Associates, Inc., which include flyers, company brochures, and the user's guide for the company's proposal management software. In addition, she researched and wrote a Past Performance Volume for a proposal that was the only volume to receive a "blue" rating from the Red Team.

In 1984, Mrs. Ransone joined the American Institute of Physics in Woodbury, Long Island, as a copy editor for the Physics of Fluids. She was responsible for copy and grammatical editing of this scientific journal, interfacing with editors and authors and managing the production phase to continually meet publication deadlines with accurate, technically detailed camera-ready material. She was subsequently selected to assist in the origination of a new journal, The Journal of Materials Research. The expertise gained in planning this journal led to her promotion to Chief Copy Editor in 1986. She joined Ransone Associates, Inc., in 1987.

Mrs. Ransone received her BA degree in Studio Arts, with High Honors, from the University of Virginia in 1976, and her MAT degree in Humanities with concentration in English from the University of Texas at Arlington in 1981. She is a member of Phi Beta Kappa, and formerly the Association of Proposal Management Professionals (APMP).


Roger A. Dean
Proposal manager, Executive Summaries, senior proposal specialist, writer, training seminars.

Mr. Dean has over 40 years of diverse experience in defense, aerospace, and related high-technology industries. His experience includes over ten years in marketing and sales of aerospace and defense-related products, nearly five years of program management, and more than 25 years as a full-time proposal professional. He has held positions as Defense Products Marketing Manager for a Fortune 100 corporation, Proposal Manager for a defense electronics company, and Vice President of a prominent proposal consulting company. At one point in his career, Mr. Dean oversaw an annual volume of more than 100 proposals with a total annual value of approximately $200 million, including both new and follow-on business proposals of virtually all contract types. As a program manager, he directed research and manufacturing programs ranging in value from several thousand to over $70 million per year.

Mr. Dean's extensive experience in the US Government procurement environment gives him expertise in the development and management of comprehensive marketing programs, sole-source and cost proposals, and successful competitive proposals. He established his own consulting firm, Engineered Proposals, in October 1987.

Mr. Dean has a comprehensive technical background. He is a degreed engineer with hands-on experience in equipment design and testing. His proven ability to plan, develop, and implement business opportunities from their inception gives him solid strengths in proposal management and development; business development, marketing, and sales; negotiating, contracting, and customer interface; program management and technical operations; and managing people, information, and time effectively to achieve objectives.

He is an accomplished leader and excellent communicator with strong interpersonal and supervisory skills, as well as being an experienced public speaker with exceptional presentation skills. His extensive proposal experience on programs ranging in value from several hundred dollars to several billion dollars helps him to serve clients in capacities that cover the complete span of proposal support, from up-front strategist to long-term proposal manager to last-minute writer and editor. His services include complete proposal management and development; proposal management systems, training, and seminars; technical writing, including presentations, final reports, and brochures; and program management consulting. His expertise also includes outstanding executive summaries.

Mr. Dean holds an MSME from the University of New Mexico, 1971, and a BS in Engineering Sciences from the U.S. Air Force Academy, 1968.


Gerald N. (Jerry) Buonanno
Senior Cost/Pricing Specialist.

Mr. Buonanno has been an Independent business consultant since 1994 with particular strengths in management and problem solving. He is a former Board Member of a Fortune 500 company, former business general manager, and financial executive with over 30 years of broad-based management experience. He is skilled in areas of general business management, financial control, pricing and estimating, internal audit, budgeting, financial planning, cost accounting, and Government contract accounting. He is versed in Government compliance and the Sarbanes Oxley act, passed to prohibit shady accounting practices such as used by Enron Corporation. He is former director of proposal management for a Fortune 100 defense contractor, where he implemented EngineeredProposals’ Proposal Process STEP™ as company standard. His proposal experience includes projects ranging from a few thousand to several billion dollars in value. He has the exceptional ability to see projects from an overall business perspective.

Mr. Buonanno was Director of Proposals for a major defense contractor manufacturing high technology electronic systems, where he initiated development and institutionalized modern proposal management techniques. He is skilled in management and development of cost proposals for major DOD systems. He was Director of Internal Audit, Ethics, and Government Compliance for a wholly owned subsidiary of United Technologies, where he was responsible for developing and implementing programs that had to withstand the scrutiny of the US Navy Debarment Committee.

Mr. Buonanno was Controller of the new systems integration division of United Technologies, where he developed all initial financial planning, budgeting, financial control, and management information functions in concert with start-up of high technology business. He directed the financial performance of the company's initial $100 million Navy radar development program, where he achieved both cost and schedule objectives.

He was Manager of Estimating and Pricing with full responsibility for the pricing function of a major defense contractor, where he directed activities of 40 professionals throughout the company's five locations, managing an average of over 1500 proposals and quotations valued at approximately $2 billion annually. He reduced proposal preparation time by 40% through automation and system streamlining, while simultaneously reducing the size of the pricing organization by 25%. He improved the company’s competitive position in the marketplace through innovative pricing and estimating techniques based on activity-based costing systems.

As Controller at a newly formed international services division of a Fortune 100 corporation, he established all accounting, financial planning, budgeting, and financial control management reporting systems, and developed the financial information systems critical to executive-level business decisions.

Mr. Buonanno received his Bachelors degree in Business from Sacred Heart University, Bridgeport, Connecticut, and his Master in Accounting degree from the University of Hartford.


David H. Herndon
Proposal specialist, writer, program staffing, resumes, past performance, O&M services.

Mr. Herndon has over thirty years' experience managing and preparing winning proposals for hardware development, technical and O&M services, and research/science support. His experience includes over 110 major proposals written for military and civilian agencies. All have made competitive range with a win ratio of over 70% and have resulted in over $1 billion in revenues. He is a recognized expert in proposal staffing, key personnel development and resumes, preparation of key personnel proposal sections and past performance volumes, and evaluation and development of selling proposal graphics.

Mr. Herndon has especially strong proposal management, technical writing, and recruiting skills. As President of Herndon Associates, he provides proposal preparation consulting services for O&M, hardware development, technical, and research support services from small high- tech R&D efforts to multi-million dollar hardware development and service procurements. His clients' customers include EPA, DoD, NASA, DHHS, USDA, DOT, and DOC. He provides pre-RFP research and development, personnel recruitment/selection, comprehensive proposal preparation, and Red Team services.

As Manager of Business Development for The Bionetics Corporation in Hampton, Virginia, (1983–1995) he directed and coordinated company- wide science and technology business development activities, managing the proposal operations from initial marketing through contract start-up and phase-in. He successfully recruited teams of technical writers, subject matter experts, consultants, and clerical/graphic support personnel.

As owner and managing consultant of Herndon Associates in Newport News, Virginia, from 1970 to 1983, Mr. Herndon established and managed a successful technical writing consulting firm that was involved in proposal preparation, executive and scientific recruiting, resume preparation, employment consulting, and marketing. From 1962 to 1970, Mr. Herndon served as Project Manager for the Packaging Research Division of Reynolds Metals Company in Richmond, Virginia.

Mr. Herndon has a BS in Chemistry, Randolph-Macon College, Virginia, 1962, and professional courses and seminars in proposal development and management. He is a member of APMP and the APMP National Capital Area Chapter. He has many published technical publications and reports.
